Why isn't she brown?

Just as the title says. She has a copy of At, so why is she bay instead of brown? -
A is dominant over At, so her color is bay instead of brown (I believe?)

Yep! The dominance goes A+ -> A -> At -> a
That means if a horse has a copy of A+ (wild bay) and A (regular bay), they would be a wild bay. If they have A and At, they would be a regular bay.
In order to get a brown, you need At with either At or a. (Though keep in mind AtAt looks slightly different from Ata, as well.)ISO any and all Silver Pocket Watches!

Don’t they also need at least one copy of sooty to be called brown? Maybe I misunderstood what I read, but I thought I read that somewhere

Ooh, good question. That's the tricky thing. You are correct, with a single caveat. When hom brown, they require a copy of sooty to be called brown.
Here's the rundown:
Non-sooty het brown - "brown"
G Gloucester Empire
Non-sooty hom brown - "bay"

Yes - I remember Ammit saying they need to look brown (hence the hom brown needing at least one sooty). I suspect a copy of DP could do instead of a sooty - I will check :)

K, so I've been adding At in prefrance over A, but to get where I want I need to weed out A+ as well, and look for colts that are DP or sty heavy... I swear one of these days I'm dropping w20 from my ok list. *wanders off to see how many mares that would affect.*45140

Lol - my breeding herd first had all the A and A+ weeded out and has just had all the S weeded out. W20 is another on my list of not so great genes - mainly because a lot of my herd have w10 and w10 and w20 just come out white!
If you need help with sooty/DP browns I have a few studs... I don't need them all
eg.
