Who the lesser of the two?

So I'm a free member. I didn't have but the barest resources to gauge the quality of my horses for a while. I bred my horses just to see what color combinations I would get, so my breeding has been all over the place.
Enter PT testing and now I'm getting a better feel on how my horses are. But I'm also noticing I need to clean house. My foals aren't really improving from generation to generation in the PT department and I'm not sure about the breeding department. All I really have to go on is AFPT.
But it occurred to me, how do I tell if its the stallion or the mare that's the one causing a low score? I've been looking at AFPT for all my horses (even have a handy-dandy little chart) and my afpts are pretty consistent in the 9.7 to 10.1 range. But I have a small herd and almost all my foundations have had a chance with each other. My G2 and up horses have had limited breeding but I'm not impressed so far. Id like to figure out my foundations at least.
The only thing I can figure is to take couples that have produced good foals and breed them together multiple times then split them to other partners to observe any changes.

It's hard not being able to paper your horses, so yes all you have to go on is AFPT, and AFPT needs a few foals to be accurate. As a really rough rule though, personally I wouldn't keep those gen2 horses that consistently throw PTs under 10, and I would expect the G3's to be throwing high 10's at the very least

My guess would be that the best way to isolate whether the dam or the sire is the low breeder using AFPT would be to breed different couples each season. That way if a mare's AFPT is low even when she's been bred to for example 5 different stallions, you can assume it's her and not the studs. Whereas if you bred her to the same stud you'd never be sure which is the issue.
With your plan of breeding seemingly good couples together multiple times then breeding to others to see the difference, you'd have to get multiple other partner foals too to make sure you get a good average and not just outliers. I would imagine it might take longer that way? -
Well I have four studs I switch out every season. Two of which are RS and have been throwing better foals than the other two of course so I'm thinking of separating my RS horses from my main herd.
The other two only have maybe 11 mares (probably going to get one more mare to even that out) between them. So I'm wondering if my sample is just not large enough to determine anything since there doesn't seem to be much variance between their breeding abilities. I'm going to look at my numbers again and see what I can determine.Be not afraid to ask questions. You're not the only idiot in the room.

Are the RS exceptionally perfect or just perfect? If they're ex perf that'd explain them being better.

Beats the heck out of me. I don't see anything indicating they're either. They're a fuel to the fire and yule log ashes stallions.
