Who should be papered first

I'm going through my 3 and under intact colts and have sorted them into 3 categories: keep, sell, and undecided. There are 63 horses in all.
Who should I paper first? The Colts I am for sure selling? Or the Colts I'm for sure keeping? I don't want to waste all of my money papering a colt that isn't flashy enough to spark a lot of interest. But I also know that papering increases value. I also have 25 Colts that I want to paper and PT before dicing to keep them, maybe I should paper them first

I don't do more than GA/SMT and SAT on horses I am going to sell/auction. The testing is PURELY to help me decide whether or not to keep the foal/horse.
Foals I've bred will nearly always be altered before sale. I just don't sell many intact horses that I have bred. (Foundation mares and DHH are a different story.) -
I don't paper horses I don't intend to keep, and if I don't want to keep them then they get gelded. The result is that intact colts I sell (for the most part - I'm guilty of breaking my own rules) are ones I would keep but can't use. Not cost effective to paper everyone, and typically colts aren't in enough of a demand to sell above create price anyway. Exceptions are rare genes, but then I'm not letting something intact slip by in a public sale.

I don't mind my Colts being kept intact to for sale. I like to see what they produce. Plus it gives the option to the new owner to geld or breed.
I think I'll paper all of the Colts I'm keeping for sure as well as the ones of thinking of keeping. Then selling off the rest and auctioning the ones that don't sell----

If papering will make a difference to your Keep pile, papering them first should be your priority.
Based on how your Keep pile goes, you may be able to cut down your Maybe pile (for instance if you had a bay dun paper well, you might be able to eliminate all other bay duns from the Maybe stack...)
If you plan to put your Discard pile in the public auction, you are unlikely to recoup the cost of papering them there. However, if you have a colt with particularly rare genes like a 2g satin, it would probably be worth betting on papering them on the off chance Its an extraordinary foal. This only works if the colt has LE or rare genes like Satin...otherwise you are likely better off gelding and keeping for your show herd or selling without papering. -
I'll paper all of my keeps and maybes that way I can keep the good ones.
I'll offer the extras for sale on forum, then geld and show barn the unwanted ones. My show bonus dropped quite a bit after selling my mares.----
