Tack Bug, or No? *Edit, Ammits idea didn't help*

I'm wondering why the reins on this tack set (need to check the others (western), go under the collars/neckpieces, instead of over them..? Is this a bug, or did I miss the memo on how they go? :))
*I tried what Ammit suggested, and it's still wacky. Weird.*

I think I remember previously something going wrong in a similar way to another tack set ages ago. The fix was to put the tack on in a specific manner, for example the saddle pad and then the saddle, then the chest piece, then the bridle, then the reins.Producer of Volcanic Glass Drafts. It's the other way around, reins go on first.
