What does it mean if a mare fails the papering test?

It means she is has really bad breeding quality and won't produce good foals. ;;)

i'm just confused because all of her foals have a higher PT than she does.

Her PT says nothing about her foals. Only her breeding ability affects them.

So, I have a question regarding mare papering. Please feel free to laugh, it's OK. How does the color ranking go? I get that the color signifies how well of a breeder she is ;red, blue, yellow, etc. But I don't know the order . Please help? :-?
