I was going to merge my second account with my primary account but in IV purchase it shows it as costing 31.6667 IV what can I do to get it to a whole number.

Maybe it’s just not rounding properly: I’d still move this to the bug section period, but have you tried hitting the merge button with 32 IVs held? It might work.ISO any and all Silver Pocket Watches!
