You can paper mares with a basic. However you cannot pull eggs from mares with a basic upgrade, which can be quite useful.

The premium upgrades comes with some more advanced features than the basic upgrade, especially for the advanced breeding lab, but if you're a free account right now and this is your first upgrade, you probably won't use many of the premium features at first. You'll be more focused on papering your stock, assessing their quality, reorganizing your lines, etc. and you probably won't use a lot of the premium features like pulling eggs or the cloning lab until you get enough quality horses in your herd to use them with.

If money isn't a problem for you and you are comfortable with having your credit card information saved with PayPal, I would go for the premium right away since it has some great extra features like SBA and the ability to create your own buddy chat that will be extremely useful from the start. If you need to budget your HJ spending a bit and you're looking to save a little money, you could do a 3 month basic upgrade (three months of basic is less than half the cost of three months of premium) and use that time to paper your horses, really assess the quality of your existing herd, build up your show bonus, and improve the quality of your breeding horses since you'll most likely end up snipping a lot of your breeding stock because they didn't paper where you wanted them to. Then, you can go for the premium upgrade after the three month basic expires since by that point you'll probably be ready to start using a lot of the great extra features you get with a premium upgrade. Also, if you decide you want to end your basic early and get the premium sooner, you can exchange the remainder of your basic upgrade for IVs which you can use to buy things like barns and GMTs.
