I got this horse because it seemed the right thing to do, and I was wondering about its tatoo the whole time.

What does it mean?

Oh nice, lucky you! The tattoo determines which herd helper was used to create the horse. Herd helpers are ranked from 1 (which are common to get) to 6 (these being called Rank Specials which are extremely rare). There are about 15 or so different Rank Special HH's. So I would say you were right about it feeling like the right thing to do ;)
