Can a horse go from inconsistent to consistent?

No, the results of the consistency test are permanent. However, the Consistent ranking allows for some variability in show scores during a given week. I think the maximum difference reaches from 2 points below the base score to 2 points above it.
This means that if, in a given week, a horse's base score is 24, it might score anywhere between 22 and 26.
A horse that tests Inconsistent will have scores that may vary more than that.
The effect of this variability in scores is random, though, and doesn't always show up in any given week.
Perfect Foundations are perfectly consistent. They will score the same thing twice a week. Other horses will probably vary, though they might be perfectly consistent.
When a foal is born or a horse is created, the program rolls a theoretical die (generates a random number) three times--once for the horse's Breeding Ability, once for its Showing Ability, and once for its Consistency. For lined horses, the range for at least the first two of them is determined by the Breeding ability scores of the stallion and the mare that are bred together.De gustibus non disputandum. Ok so is it better to have mostly consistent horses in your show string?

If you are looking at show results you may see that the gains slow down once the horse has levelled off. It may LOOK like they are not as consistant as they were, but the two things aren't directly related.

Best Friend--an inconsistent horse CAN be GMTd to become consistent. I do this sometimes with a top breeding prospect (but never with a show pony).
If you get the premium upgrade and start running your fillies through Strict Mare Advice, fillies can fail and be spayed if they are inconsistent. It does not just affect show results.
