All rank specials are perfect foundations. Some rank specials are also exceptional. All horses from the same rank special are identical in quality.

I don't believe there ever was at any period on HJ2. There was a few RS hhs that could spawn but the actual HH that turned a horse into an exceptional in the first place was already removed so they simply did not get the boost. Might have been some exceptional showers but I don't think there was ever any exceptional breeders.

Confluence--it is my understanding that the written description of the rank special horses is identical between the two games, but that all rank special horses on hj2 are perfect foundations even when it says in the description that they will be exceptional in some way. (With the exception of that one Bring Back The Sun round of RSs, which is why you see that batch of horses cloned so often and in pedigrees so much--they were truly exceptional in this game). So they all have 9.9 PT and top breeding ability for a foundation. Apparently a RS can spawn in your daily herd helper, but I haven't seen that happen. Mostly they become available to everyone as a gift HH for events and holidays. The next one I expect we may see would be a Freaky Friday for Friday, May 13.
