I am probably missing something pretty obvious, here, but; Is there a reason I can't bid on horses in the public auction? I've tried for the past 3 days and it just sits there. :-/

Ok, and now the horse is no longer in the auction. (and the above should say past 2 days, not 3). Guess the owner pulled it out.

Probably. Also, you can't bid on horses until the last day of the auction, or when it 'runs'. :) Also, sometimes there are so many horses in the auction that some aren't up for bidding, even though they're entered.

AH! I was thinking I could submit a bid anytime, and the sales would be decided on the Tues, Thurs, Sun times. But (to clarify) you can only BID on Tues, Thurs, Sun?

Yep! :) It simplifies some things, like whether you could still pull a horse out if someone had already bid on it, and such.

You can bid on horses up for sale in the private auction at any time, I believe, but public auction bidding is restricted, as you say.
