Lost my last free reroll?

I don't know if it's a bug or not but when I went to look through herd helpers, I activated a few good ones. The reroll counter said I had one reroll left but when I activated the HH next to it the reroll disappeared. Was it supposed to happen like that?

Activating uses a roll as you get a new HH option after every activation.
