Horses can age out of the game when they turn 18, but not every horse ages out then. A fair number continue well into their 20's, and I once saw a horse in HaJ1 that was over 30. (Because of a bug, he was showing up on the log-in page fairly often, so I got to recognize him on sight.)
My stable currently has 15 horses over 20. Here's the oldest at 28.

Intact horses can be bred until they turn 20.
