how do you get your horse paper?

To begin with, you need to have at least a basic upgrade. After that the option to paper a horse, named "Breeding Inspection", appears with all of the others (bottom of a barn and on a horses control panel)Producer of Volcanic Glass Drafts. Lapisobsidianus.
