I do not think that a member can put a herd helper or rank special tattoo somatic tattoo on a horse. Those only come via the herd helpers I would imagine, and it would be silly to allow anybody to put a "Texas Tea" tattoo on a horse that wasn't created with the Texas Tea herd helper.

If you wanted to create your own tattoo to mark horses with the "Texas tea" appearance in your barn, or a tattoo to mark all the bay appaloosas in your barn you could certainly do that, but it would be the same as creating and placing any other tattoo.
