For your money help if you create Mares and breed them you pay 2500 for the mare and 500 for the breeding fee and if you auction them both you’ll get a total of 5000 back which is 1k more than what you paid per set ;)

With the candy horses now having a higher chance of showing up, I'd do what Eastern suggested. Create a bunch of mares, shove them into pasture, then breed, then auction both and foals. If you have a candy mare show up, put it up for sale for about 200k and advertise in forum. I suggest doing this until you have a nice big barn for your show horses and maybe another for your breeders.

If you have any horses at the moment that don't fit your breeding criteria, I'd suggest putting them into auction now so they'd be sold tomorrow. You'd get at least 2500 from them and should be on your way to getting enough to create a bunch and breed.
