Ice 8 question

I have a stud up to sell straws from who has ice 8. I know that's not a closed gene, but can I sell straws to another player who doesn't have it without knowing if they have an upgraded account? I bought the stud in the private auction house, so I had to have an upgrade, but I know there are rules governing how you get it, and I can't find the page talking about it. I know I saw one a few months ago.

I believe you don't need a foundation for ice 8 so can sell the straws to whoever you want to.
However one must have at least a basic upgrade to USE straws, so no point if they're a free account.Producer of Volcanic Glass Drafts. Lapisobsidianus.
