Tattoos are one of the features of the Basic Upgrade, also present as part of the Premium Upgrade. Free Accounts cannot make or use tattoos.

To find mares belonging to other players that you could breed your stallions to, go to Community in the left menu and select Search Horses. In the upper left, under Status, select For Breeding. Under Key Features, also at the left uncheck every gender except Mares. If your stallion is a Foundation horse that you have created, I recommend Unchecking Bred this year and Lined under the Status box there. Then click Search Horses.

I just did a sample search with those options checked and found that there are 218 mares for public breeding available. This will change by the time you make such a search, but you can probably find some mares to breed to. Note, that there will be a fee involved for breeding to them, so make sure you have enough hajibucks in your account to cover the fee plus the 1000 hb vet fee for breeding.
