Stats of Untested Horses

I'm curious whether the stats of untested horses are taken into account when training, breeding or showing. Especially in the case of horses whose testing results are predictable, such as rank specials and perfect foundations. I've often wondered if I could save money by not paper or performance testing them.
Will an untested perfect foundation still train with a PT of 9.9? Is there a benefit to paper testing foundations, even if we know they're going to paper yellow/c? Other than, of course, satisfying OCD tendencies. -
Heavens, no. I don't paper them for any reason beyond my OCD! They are pretty much a sure thing.

Granted, I'm not sure I can ignore my OCD! But, if funds are tight, it's good to know I can ignore the testing. At least temporarily.
