Why was this mare created levelled?

I created her about 1 hour ago and she was 'born' levelled off, anyone know why? I've created and bred horses with worse pt scores that are still training. She's passed all breeding advice so she is now purely a pasture brood mare.

She's a terrible show horse. If you have bred horses that bad your lines have a problem. ;)

It was when I first joined and didn't have a clue, my lines are fine now

I've got a .4 brood mare that gave me an awesome foal this year. She was leveled when I created her. She lives her life out in the pasture. Next year she will have full pasture bonus when she is bred.
