Can't Get Into Private Auction

I had a basic upgrade, which I lost about 1 week ago. 2 days I bought my upgrade back. I noticed that still couldn't do breeding inspection, and my pasture was still 10 horses, but I waited until rollover, and it all came back. However, today I noticed I couldn't get into the private auction. It said I needed a basic upgrade. I checked my page, and it does say I have a basic upgrade. But then I noticed I couldn't do breeding inspection again. However I still have the 60 horse pasture. Pretty sure this is a bug, but I wanted to see if anyone had any ideas before I posted this as a bug.
Edit: Wonder if this is a bug from what I just saw posted in the twitter feed... working with IV transaction trackings.Breeder of any and all crazy colored drafts and RH horses. -
Did you do a hard log-out using the link at the bottom of the left menu? It often takes doing that to get upgrades to function completely.De gustibus non disputandum. "There's no arguing about tastes."

Looks like everythings working now. Weird. Double weird that it stopped working, then worked again. (Did try what you suggested). Maybe it was from the IV counter thing, as I did some IV transactions. Sold some barns, and bought IVs and bought bigger barns.Breeder of any and all crazy colored drafts and RH horses.
