The saddle pad is on top of the saddle.

@Supersarah, I'm not sure if you need to stack tack or not. I've never had a problem with the English tack, though I usually pick the saddle pad first then the saddle (out of habit, I guess :P ).
I would try refreshing your horses image and, if that doesn't solve the problem, I would try rearranging the tack order. If that doesn't work, we will figure it out from there. :)
EDIT: So I went out and purchased the tack pack. Apparently, you do need to appropriately layer the tack. I was able to hide portions of the breast collar, girth and saddle with the saddle pad as I put the saddle pad in various layer positions. You should be able to see the saddle if you pick the saddle pad first. :D -

Yes, you have to tack up properly :) pad before saddle, saddle before girth etc.
