Papering and Quality

So, since I've splashed out and gotten myself a basic upgrade, I've been papering all my herd and horses bred this year.
I've papered all my foundation stock, majority of which papered Yellow/C (including all my PF and some RS), but I had a small handful of horses that papered Red/B. Obviously some of these were RS (a mare and stallion) but the other three mare that papered Red weren't even PF, just regular HHs, and one is even a plain old 'create' horse that I made when I first started playing.
Anyway, this breeding season, I bred all my Red foundation mares to my B stallion in hopes to produce better quality. I papered what passed breeding advice, and they papered Red/B.
My question is, when you have foundation horses that have papered at Red/B level, what sort of expectations should you have for their offspring in terms of quality? Since B/Red is considered standard for second generation horses, would you leave offspring intact/allow a bit of leeway when their parents are papered B/Red, or would you alter because they have papered the same as their parents?
Am I making sense? I feel like I'm just overthinking it! -

You are not overthinking it! The instant papering for mares is a new feature and testing has been revamped in such a way that we are all left a little unsteady - in a good way because we are finally having even breeding quality regulated by inspection. Instead of speculating the breeding quality of a certain horse until they had enough foals to paper. This is were is gets a little hazy.
Even though a mare papered red doesn't mean she is the same quality as another mare who papered red. With stallions, you can comparison test them to each other and it is becomes quite obvious that, though they may have the same paper level (for example B), they are not the same quality. Paper levels are a certain benchmark of quality, but we have a gradient inside that benchmark.
That being said, you can cull your horses however you please. At this time, I will not be culling any second generation mare that papers Red - even if her dam papered Red as well - because I am using perfect foundation horses. Perfect foundation horses have 100% breeding ability but they can still throw some low random variable that contributes to breeding quality. They could also throw some high random variable to contribute to a higher breeding quality. The sire also contributes to the breeding quality of the foal. That being said, I would anticipate that my Red papered second generation mare would be a "high" Red compared to my foundation mare that papered "low" Red because even Rank Specials (Perfect Foundations) can paper yellow, such that the line between Yellow and Red at the foundation level is really close.
After a second generation mare papers Red, I look at her AFPT score and require it to be at or above 10.3 in score. If the mare is not at the caliber, I can assume she is a "low" Red like her dam, and I don't need her in my herd.
Also understand that a B papered Foundation stallion is an exceptional create and is essentially "second generation" quality. Thus the intact ratio will probably decrease due to an unevenness of breeding quality will regular create mares. Though it would be interesting to see how he performs with Red papered regular create mares.
