Red, yellow and red for breeding inspection for mares

I don't really understand what the colours mean, does it mean they are good or bad and or is there a list of colours from best to lowest?? So confused sorry

When dealing with colors we are talking about the mare papering. It goes as follows yellow, red, blue, and then gold. The stallion papering goes as follows C, B, A, and star.
