No Option for Background or other tack?

Do you have to be a certain level to get tack and background options? I went to my horses to check out the new background and nothing is showing in any tab aside from tattoos. It just shows "selected horse" under each tab. I've tried on a couple of different horses. I'm using Chrome on a computer.

It's easy to get confused. I do it all the time. For new items, go to the tack store on the left side at the bottom of the control panel. The tack box, on the right side, is for things you've already bought.De gustibus non disputandum. "There's no arguing about tastes."
