Somatic Tattoo's Top Notch Producer, and Perfect foundation

What do those two tattoos mean? Does that mean that the foal will be of higher quality? If so how much? And how are those two different?Breeder of any and all crazy colored drafts and RH horses.

Perfect Foundation = best possible PT score for a foundation horse (9.9), and the best possible breeding ability score (the one we can't see) possible for a foundation horse.
Top Notch Producer = the horse will be the best possible breeding horse for a foundation. The PT score will determine it's showing ability, but the horses main focus should probably be for breeding.
Foals are a random combination of PT and breeding scores from both parents. Even with the extra push towards a better score you will still get some 'meh' foals. It's a crap shoot/roll of the dice: http://hj2.huntandjump.com/forum/discussion/10182/general-information-showing-vs-breeding#Item_2
