how can you tell what level your account is at

What do you mean by level? The member grades you might have seen indicate regular membership, basic and premium upgrades. Other than that I'm not really aware of levels in the game.

I was wanting to move my sport ponies from my other account to this one ( this is the one I want that breed on ) and this is the message I get when I tried to buy one from my other account
•Associated accounts must both be level 5 to sell horses to one another.

That means the premium upgrade. It's like a $7.50/month automatic subscription debit from your PayPal account. There are lots of perks to having the premium upgrade, but it may not make sense to upgrade multiple accounts. There is no way to "unassociate" accounts.
You can ask someone to be a go between for you--buy the horses you want to transfer and then sell them back to you.
Alternatively you could look at merging accounts--look under My IV Manager under Upgrades and Extras. If you go that route you can search "merge accounts" on the forum (query box at the top right on tablets or computers, don't think it's available on your phone) for better information than I can give on that process. -
You could just merge the accounts.
