Buckskin is covered by the cream breeders club. Ammit is the one who says what clubs are created, when and why--they are not founded but may be suggested by players. Generally clubs cover a single gene, sometimes with the further restriction that the gene must be expressed (like satin only allows homozygous satin to register since heterozygous satin is hidden).
